Current Open Positions: Safety Service Director
Position Overview
The City of Girard is seeking a highly qualified, community-minded leader to serve as the Safety Service Director. ppointed directly by the Mayor, this individual serves as the chief operating and administrative officer of the municipal government.
The Safety Service Director provides day-to-day oversight, executive leadership, and strategic direction
to all municipal service and safety departments. The successful candidate will work in close coordination with the Mayor, City Council, and the City Auditor to maintain safe neighborhoods, modernize public infrastructure, and deliver excellent services to the residents of Girard.
Core Responsibilities
Safety Service Director is the legal signatory authority on all City Agreements and Contracts.
1. Public Safety Supervision
- Directs administrative operations for the Girard Police Department and Girard Fire Department.
- Ensures local safety forces are properly staffed, equipped, and trained to manage emergency services.
- Handles personnel matters within safety forces, including disciplinary reviews and safety protocol implementations.
2. Service & Infrastructure Management
- Oversees the daily operations of the Street Department, Water Department, Wastewater Department, Water Pollution Control Facility (WPCF), Rental/Zoning Department, and Parks and Recreation Department.
- Coordinates directly with the City Engineer to plan, review, and execute public works and infrastructure projects.
- Ensures efficient collection and management of city utilities, garbage, and recycling initiatives.
3. Executive Administration & Finance
- Acts as a key liaison between the Mayor’s office, administrative staff, and Girard City Council.
- Assists in labor negotiations and enforces collective bargaining agreements.
- Reviews department budget requests, authorizes municipal purchasing contracts, and ensures strict adherence to Ohio public records and transparency laws.
4. Public Relations & Community Service
- Fosters a "people-first" culture that values accessibility and transparency.
- Investigates and resolves citizen complaints or concerns regarding public utility, infrastructure, and zoning enforcement.
Required Qualifications
- Education/Experience: Bachelor’s degree in public administration, business, administration, civil engineering, or a closely related field (Master's degree preferred) combined with a minimum of 6 years of progressive executive, administrative or managerial experience or an equivalent combination of high school education and 12 years progressive executive, administrative or managerial experience. Experience as a public administrator, municipal department head, or state-level leader is highly valued.
- Regulatory Knowledge: Deep familiarity with the Ohio Revised Code (ORC) concerning statutory cities, municipal budgeting, and public service and safety regulations.
- Residency Requirement: Must comply with state and municipal residency laws governing City Safety Service Directors in the State of Ohio (ORC §735.01, §737.01).
