Residential Waste Billing Changes

It’s important to note that residents have always been billed for trash services. In the City of Girard, fees for trash collection have historically been collected through a series of property tax levies. At one point, there were five active levies collecting property taxes to cover the cost of trash collection services. In 2023, the former city administration and council, recognizing that the levies were not generating enough revenue to cover the cost of trash collection services, decided to allow the levies to sunset one by one. Therefore, as the levies have begun to drop off, they are only generating enough funding to cover the costs of one quarter (Q1 2026) of trash collection by Republic Services. During the next three quarters of 2026, residents will receive an invoice directly from Republic Services. We are simply changing the manner in which residents will pay for services from property tax levies to an individual payer system.
Beginning with the first invoice in May of 2026, residents will be billed $49.77 ($16.59 per month) plus a $5.95 Administrative Fee (Republic Services) for a total of $55.72 quarterly. This is the effective billing structure that will be in place for calendar year 2026.
This is a fee generated by Republic Services. As we transition away from the City of Girard paying orte bill for the community, the costs associated with invoices being generated for nearly 4,000 locations create additional costs for Republic Services. Rather than one single bill, Republic Services must now generate, process, and mail out thousands of invoices. There are costs associated with postage, paper, envelopes, personnel time, and so forth. Customers can see savings on administrative fees by requesting directly from Republic Services to be billed once per year.
The $2.76 fee for the second cart is a standard fee from Republic Services. Customers who already have two carts will not be charged this additional fee. If you specifically request a second cart through Republic Services, you will then be billed an additional $2.76 per month.
No, Republic Services will collect the cart, and other trash bags and items within reason. As always, furniture and larger items will still need to be requested through a special pickup through which additional fees apply.
ln late 2023, the City of Girard issued a Legal Notice inviting bids for the exclusive ‘ contract for weekly refuse collection and disposal of residential waste. In early 2024, bids were submitted by both Republic Services and Ohio Valley Waste. Republic Services was the lowest and best bid. Originally a two-year term, effective March 1, 2024, the contract was extended and now runs through February 28, 2029. In the fall of 2028, the City of Girard will issue a Legal Notice inviting bids once again for trash collection services in the community to begin March 1, 2029. Given that our system of paying for services is changing from property tax levies to an individual payer system, this would open the possibility of having a non-exclusive, open-market system. The city would approve multiple haulers and allow residents to choose their own provider.
It is too early to tell how much they will generate exactly, but a 1.1 mill and 1 mill levy will expire in 2027, with the third remaining.8 mill levy to expire in 2028. Regardless, the property tax money is collected and goes into a specific Garbage Fund in the City of Girard. This levy money will continue to be used to offset some of the costs associated with trash collection from Republic Services. For example, in 2026, the levies combined to cover the entire 1°t quarter of collection services for the city. More information on pricing in future years will be made available later in 2026.
In this scenario, Republic Services will invoice the name and address to which the property is registered. Payment arrangements between tenants and landlords are not the responsibility of the City of Girard nor Republic Services.
